Syntax:
C0302 -- If FOB03 is present, then FOB02 is required

Semantics:
1. FOB01 indicates which party will pay the carrier.
2. FOB02 is the code specifying transportation responsibility location.

This segment is only used when FOB related instructions vary from or are not included in the trading partner agreement.
Hershey Usage:
Hershey will always transmit "DF" in FOB01, and "PL" in FOB02. The actual Freight terms will be transmitted as text in FOB03.
